Place your Decal and adjust the parameters

Drag the Material Instance from the Content Browser into your level to create a Decal Actor

Double click the Substance Graph Instance to open it up and start adjusting parameters

You can even use any Texture you have as a Custom Input

The Graph window is easier to use when scaled as shown. Wide enough that the parameter sliders are sensitive to mouse movement, while not too wide so that you know which parameter a slider is associated with
